A core issue for most summative evaluations is to assess the extent to which the program has realized the expected outcomes. This is termed the 'net impact' of the program. In most cases, when outcome information is available, it is a 'gross impact' arising from all possible influences on the results. The problem of extracting the program 'signal' from all the noise associated with social and economic processes has created a range of evaluation techniques that range from the pure randomized experiment, to quasi-experiments and natural experiments. This workshop provides a forum to explore in an interactive way this critical issue, with examples that include attribution in climate change and environmental programming.
